Position Summary

CTE is currently seeking a Transit Training and Development Manager to oversee workforce development initiatives across our organization’s diverse portfolio of projects. This pivotal role involves providing strategic leadership, operational oversight, and partnership development for the California Transit Training Consortium (CTTC), a key partner of CTE. CTTC is a collaborative effort comprising public transit agencies, community colleges, universities, and industry partners dedicated to advancing high-quality training programs for the transit workforce statewide. The Workforce Development Lead will play a crucial role in executing CTTC’s mission, expanding its impact, and ensuring the sustainable delivery of innovative training programs, particularly in zero-emission bus (ZEB) technologies, high-voltage safety, and clean energy career pathways. This position entails close collaboration with a statewide Board of Directors and serves as the primary liaison with local, state, and federal agencies, transit agencies, colleges, training institutions, and industry stakeholders.

Responsibilities

Strategic Leadership

  • Lead strategic planning and implementation to advance CTE’s workforce development goals, including those related to CTTC.
  • Identify emerging workforce needs, particularly in zero-emission technologies and clean energy.
  • Represent CTE and CTTC in public forums to promote workforce innovation.

Program Development & Oversight

  • Oversee the development and delivery of training programs across CTE’s portfolio, including CTTC’s curriculum.
  • Monitor program performance, using data to drive continuous improvement.
  • Support logistics, contractor management, and course deliveries.
  • Ensure compliance with standards and benchmarks.

Partnership & Stakeholder Engagement

  • Build and maintain relationships with transit agencies, educational institutions, and industry partners.
  • Engage with stakeholders to gather feedback and inform program planning.
  • Serve as the primary point of contact for CTTC members.

Resource Development & Grants Management

  • Identify and pursue funding opportunities through local, state, and federal grants.
  • Collaborate with CTTC and other partners to develop and manage awarded grants.

Financial Management

  • Develop and manage annual budgets for CTE projects, including CTTC.
  • Ensure transparent financial reporting and grant fund tracking.

Board Management

  • Serve as the primary liaison to CTTC’s Board of Directors, providing updates and strategic recommendations.
  • Prepare reports and support board meetings and decision-making processes.

Required Qualifications

  • Minimum 3 years of leadership experience in workforce development, training, or a related field
  • Experience working with a Board of Directors is required
  • Experience with the public transit industry, academic institutions, or technical colleges is preferred
  • Experience managing complex budgets, financial reporting, and grant oversight
  • Strong leadership and management skills, with the ability to supervise and develop a diverse team
  • Excellent communication skills, including public speaking, writing, and interpersonal relations
  • Ability to build and maintain partnerships with government agencies, educational institutions, and industry partners
  • Knowledge of workforce development in transportation, especially related to zero-emission technologies
  • Familiarity with California’s transit agencies and educational institutions
  • Proficient with Microsoft Office & Google Workspace applications
  • Demonstrated history of collaboration and teamwork
  • Proficient in English writing
  • Legally eligible to work in the United States

Salary Range

  • $92,000 –$117,000
